Report of the World Judiciary Summit 2006 at the
7th International Conference of Chief Justices of the World 7 - 12 December 2006

The World Judiciary Summit 2006 was historic in more than one way. So much so that it might not be an exaggeration to say that it could truly prove to be turning point in world history.

Graced by the personal presence of Honorable Chief Justices from 19 countries and representatives of Chief Justices of another 18 countries, the August gathering (the Chief Justice of Swaziland called it the largest Bench of World Judiciary ever to sit under a single roof) the World Judiciary Summit passed a unanimous resolution that called on all the participating Judges to disseminate the message of the Summit to all judicial associations, whether domestic, regional or international, of which they were members of. The resolution also called upon all Judges to keep the best interests of children in mind whenever delivering a judgement in their Court.

Thus the participating Chief Justices decided to notify the Commonwealth Association of Judges, the International Association of Judges, the International Association of Women Judges and the African Association of Judges amongst others. This decision acquires great significance when seen in the perspective of the Resolution which specifically called on all the Judges in the World to keep the best interests of children in mind whenever giving a decision in any case. The Resolution was drafted by the finest
legal brains from seven countries assisted by worthy representatives of three other countries also contributed to the process significantly.

The World Judiciary Summit literally had a fiery opening. On 8th December while the Chief Justices and Judges were having dinner, after a colourful cultural presentation by CMS children, a fire broke out in the godown on the top floor of the World Unity Convention Centre. As everyone watched, the blze grew in size and threatened to burn down the entire building. The fire tenders were delayed by traffic jams but ultimately arrived and managed to douse the flames. It was one o'clock in the morning when fire tenders returned and the CMS Management decided to shift the venue of the Conference from the auditorium (which had been rendered un-useable by the fire and smoke) to the field outside. Hundreds of people toiled through the night to put up cloth canopy, lay out chairs and sofa-sets and set up the stage. The effort ensured everything was ready for the grand inaugural at 9:00 am in the morning. While all this was going on, the smoldering fire reappeared inside the auditorium, burning down the tiles of false ceiling and the air-conditioning ducts. The fire tenders had to be summoned again before the fire could finally be put out for good.

Earlier, on 6th December, the Chief Justices were taken for a tour of the Taj Mahal in Agra. On the 7th December they offered floral tributes at Mahatma Gandhi's Samadhi in Rajghat, New Delhi where they were welcomed by Dr Nirmala Deshpande, Chairperson of Gandhi Samadhi Committee who is probably the most famous Gandhian alive. Dr Deshpande also presented all the Chief Justices and Judges with copies of Mahatma Gandhi's autobiography and a memento. The Chief Justices then addressed a press conference at Gandhi Darshan pavilion next door. The same evening they attended a Civic Reception by Delhi lawyers at Phoolwari, Pragati Maidan opposite the Supreme Court of India.

On 8th December 2006, the two important events of the day were a Press Conference and the Welcome Function in honour of the distinguished participants where children presented cultural items in honour of the delegates.

After the inaugural ceremony the proceedings began with the screening of two films. The first very comprehensively chronicled genesis of origination of the first International Conference of Chief Justices of the World with its modest beginning to its progressive development into its present state, generating a global movement. The presentation very effectively highlighted the clauses of Article 51 of the Constitution of India and appeal by over 31000 CMS students on behalf of world's two billion children and generations yet unborn, to world judiciary to protect the rights of children for a safe future. The second film was on "Aao Dosti Karein" project effectively highlighted efforts of CMS in forging a lasting peace with Pakistan. It lucidly brought out the strong desire in common people of both countries for lasting love and friendship. The presentation brilliantly show-cased the strong desire of people of both the countries for peace and unity.

Children's World Parliament was presented by children of CMS Kanpur Road Branch. Its objective was to convey to the world judiciary the deep concern of our children regarding the grave problems in today's world that affect the entire humankind and endanger its very existence. The mock world parliament started with the opening address by speaker who brought out that the world is passing through the most difficult phase of human history. She strongly recommended that some amiable solution be found to address the grim situation. Pledge was administered to the members representing different countries of the world to abide by law, not to be prejudiced and maintain peace on the earth. Thereafter, the children of the branch attired in smart country specific dresses, representing various countries of the world deliberated at length on the most burning issues of today. Their agenda included:-

(i) Terrorism
(ii) Ethics Education
(iii) Gender Bias
(iv) Role of Media &
(v) World Peace.

Dr. Vineeta Kamran, Principal, CMS Kanpur Road, in her Welcome Address accorded a hearty welcome to the chief guest, eminent guests from abroad, honoured local guests, parents and everyone. She expressed her happiness at the response from the world judiciary and their support to the call of CMS children showing their solidarity for forging world unity and peace.

It was a real treat to watch junior and senior section children of Kanpur Road branch performing All Religion Prayer. Children in colourful costumes of respective religion came groupwise, one by one and offered their prayers.

Next CMS Kanpur Road students presented a spectacular World Peace Prayer Ceremony. Students representing the continents of North America, Africa, Oceania, South America, Europe and Asia led by their reps entered the vast field from both the sides fluttering respective national flags in their hands.

Small children of classes III, IV and V presented a scintillating dance Unity in Diversity depicting the rich Indian culture. They filled the atmosphere with vigour and enthusiasm as they danced rhythmically to the tune of 'These are the placed in the world.' This was followed by another dance performance given on the tune of song, 'Peace is my life'.

Dr. Dinesh Sharma, Mayor of Lucknow and as President of the function accorded a very warm welcome on behalf of citizens of Lucknow to H.E. Mr.Cassam Utteem, Former President Republic of Mauritius, Hon. Mr .Shri Prakash Jaiswal, Minister of State for Home Affairs and other Chief Justices of the world. He conveyed that Lucknow has rich tradition of composite culture and expressed hope that legal luminaries from more than Eighty five countries would foster the path for new world order. He also expressed his happiness to know that Unesco Peace Prize 2006 has been recently received by Judge C.G. Weeramantry and lauded the efforts of CMS for the great cause of unity and world peace.

It was time for children of Montessori classes to show their uninhibited talents to the august gathering. They displayed their bubbling enthusiasm and energy when they gracefully presented the joyful dance Fun Time on the song, "Boogy Boogy".

Then it was time for formal inauguration of the function when all eminent guests and legal luminaries were urged to come to the stage to accompany chief guest and to be part of Lighting of the Lamp of Learning. The lamp was lit by Hon. Mr. Shri Prakash Jaiswal, Minister of state for Home Affairs, ably supported by other dignitaries.

The special guests were then introduced to the audience. A brief resume of Mr. Shri Prakash Jaiswal, Union Minister of State for Home Affiars was readout by Mr Jagdish Gandhi who then read out the a brief introduction of H.E. Mr. Cassam Utteem. Former President, Republic of Mauritius. Then Judge Weeramantry was introduced to the audience, and his contribution to the cause of peace and prestigious global appointments held by him were recalled. Further, it was also mentioned that he is the first judge ever to be awarded the UNESCO Prize for Peace Education. Hon. Dr Dinesh Sharma, the Mayor of Lucknow was thereafter introduced to audience. His brilliant academic achievements, his penchant for teaching and his quest for social work were duly highlighted.

In his speech Hon'ble Mr Shri Prakash Jaiswal expressed immense satisfaction to see the congregation of such large number of judges from all over the world under one roof. He conveyed that it was a testimony of support to the clarion call given by 31,000 children of CMS on behalf of world's two billion children asking the world judiciary to take steps to safeguard their right to a safe future and healthy ecology. He opined that children have a right to proper food, nutrition, safe drinking water, education, atmosphere of love, unity, peace and universal brotherhood. For protection of their rights, they have reposed their faith in judiciary as a last resort as the world was passing through a phase of turmoil and international terrorism. These are international problems and international solutions have to be found to foster unity and peace in the world. Citing the quote of Jawahar Lal Nehru that world would unite or perish, he emphasized the need of world unity. He expressed his deep appreciation for the cultural program presented by children. He heartily congratulated children for presenting an inspiring mock world parliament and exhibiting there deep knowledge on world problem. He also expressed his deep appreciation for all religions prayer exhibiting oneness of religion. He congratulated teachers for preparing children so well with their great efforts. He concluded his speech by wishing meaningful deliberations on article 51(c) of Constitution of India to forge unity and formation of World Government.

In his address H.E. Mr Cassam Uteem, Former President, Republic of Mauritius profusely thanked CMS for organizing such an exceptional event at Lucknow. He congratulated children for giving such outstanding performance and said that he had never seen such an event or ever participated in such events presented by school children. He lauded the CMS efforts for giving such Quality Education to children and expressed his gratitude for having been accorded the Mahatma Gandhi Award for World Unity and conveyed that he is inspired by such bestowal of award and would do his best to promote peace and unity in the world.

In his address Hon. Mr Justice C.G. Weeramantry, former Vice-President, International Court of Justice and laureate of the 2006 UNESCO Prize for Peace Education conveyed that it was an exhilarating experience for him to such a mesmerizing display by children at school level. He said that he has never seen such daring acts from children representing two billion children of the world propagating mankind is one, religion is one and God is one. He concluded his address by assuring his support for noble cause of world unity and world peace.

Next to speak was Dr (Mrs) Bharti Gandhi, Founder-Director of CMS, who thanked all the eminent and honoured crusaders of world unity and world peace for joining in promoting global peace and showing their solidarity to great cause of world unity. She also congratulated the children for their outstanding performances and concluded by wishing great success to the ensuing conference.

The Vote of Thanks was delivered by Dr (Mrs) Vineeta Kamran who thanked the Chief Guest, distinguish guests and the parents and children for their help and cooperation. She expressed her gratitude to children and every teacher for very hard work done by them to organise such a wonderful conference and cultural programme. She profusely thanked each and every member of CMS family for his valuable help and support. She concluded her thanks giving by wishing that the ensuing conference be a great landmark.

Morning Session

The morning session began with a group of children from Sri Lanka, UK, Ukraine and CMS students from Gomti Nagar Branch deliberating on important issues faced by humankind even as Chief Justices, Judges, legal Luminaries and peace promoters from all over the world watched. The children deliberated on issues such as safeguarding the future of two billion children, ineffectiveness of the UNO, stockpiles weapons of mass destruction and 36,000 nuclear warheads, formation of World Government and World Parliament and came out with fantastic ideas to solve all these problems through mutual consultation and bring peace and unity in the world.

Earlier, the formal proceedings of the inaugural session commenced with welcome address by Mrs. Sadhana Bedi, Principal Chowk Branch who welcomed the Chief Guest Hon'ble Mr. Justice V. N. Khare, Former Chief Justice of India, judges, legal luminaries and peace promoters from 85 countries for sparing their valuable time to attend the 7th International Conference of Chief Justices of the World. Thereafter she, along with Mrs. Bonita Joel, Principal, Indira Nagar Branch conducted the entire proceedings of the programme for the day. The students of CMS Kanpur Road branch presented a prayer song.

The chief guest Hon'ble Mr. Justice V. N. Khare former Chief Justice of India inaugurated the Conference by lighting the lamp of learning. In his address, Justice Khare commended the CMS students for their campaign for world unity in order to make the planet earth a better place for living. He also said that there is a provision in the Indian Constitution for all kind of rights for children but, how far they are being implemented by various agencies is questionable. But the appeal of CMS students, he said, has a significance of its own. It has drawn the attention of the entire world towards the children's right to a safe future paving a way for all the countries of the world to follow suit. He also wished that this conference becomes the opening of a new chapter in world history and is remembered the world over in ages to come.

In his welcome address, Hon'ble Mr. Justice Syed Saghir Ahmad, former Judge, Supreme Court of India and first supporter of the conference on Article 51 of the Constitution of India, said that human beings the world over were born alike and they deserved equal rights. However despite the continuous talk about human rights since many years, the rights of humans are still in danger and there is still no end to armed conflicts and apart from that the world today is facing dangers of terrorism. He praised the CMS family and said a new chapter in human civilization is created by raising these big issues through its small children is a matter of great satisfaction to the people all over the world.

In his keynote address Mr. Justice A.P. Shah, Chief Justice, Madras High Court India agreed that judiciary indeed is the last hope for the survival of human race and praised the 31,000 CMS students and the CMS family as a whole, for their efforts in working for peace and unity in all over the world.

In his presidential address, Mr. Justice, Prakash P. Naolekar, Judge, Supreme Court of India said that though there are various organizations looking after the welfare of humankind, there is no enforceability and so the human life has become vulnerable. He said that by organizing this conference every year CMS Founder-Manager has succeeded in making people think about the dangers being faced by the world. He also supported the idea of a world parliament for enacting laws at least on subjects touching all human beings.

The presentation of Children's Appeal to World Judiciary by the students of Mahanagar branch on behalf of worlds two billion children was thought provoking and immensely appreciated by over 200 Chief Justices, judges, legal luminaries and peace promoters from all over the world. World Judiciary is indeed the last hope for the world's children for safeguarding their future and while we have seen 20th century of lost opportunity, 21st century is the last century for us to act. During the appeal the children came out with thought provoking slogans, like "we want peace and unity" "We want enforceable international low" and many more which drew tremendous attention of the audience.

Hon'ble Madame Justice Graciela Dixon, Chief Justice of Panama very forcefully spoke on the duties of the World Judiciary in regards to protecting the future of the world's children saying that since UNO which until now was considered most powerful has shown its incapability in ensuring the safety of future generations, we judges who are educated to serve justice and who are supposed to be extra sensitive towards the welfare of humanity, will have to come forward. She also said that the task of formulating an International law may be difficult and time consuming but it's the only choice we are left with and our instinct for survival tells us that we have to do it at all cost.

Commenting on the CMS students efforts of organising the International conference of Chief Justices of the World, Hon'ble Mr. Justice Prof. Abdul Salam Azimi, Chief Justice, Supreme Court, Afghanistan said that the judiciary is often forgotten as an important institution in helping to make life better for society. He extended the support of the supreme court of Afghanistan to the CMS students petition for making it a reality.

The Mayor of Lucknow, Dr. Dinesh Sharma welcomed all the participants to Lucknow and presented the Key to the city of Lucknow to Hon'ble Mr. Justice Weeramantry, Former Vice President of International Court of Justice, former Judge of Supreme Court of Sri Lanka and laureate of the 2006 UNESCO Prize for Peace Education,. Accepting the Key Mr. Justice Weeramantry said that by hosting such an historic conference, the city of Lucknow is playing an important role in the human history. He said that from here the judges of different countries will carry the message back to their respective homes that peace education is very important in today's world.

Former President of Mauritius, Mr. Cassam Uttem, who was amongst the UNESCO Peace Prize Jury this year, said that Justice Mr. Weeramantry's recommendation was so well presented by CMS that it won unanimous decision of the jury in his favour.

Mr Ravi Prakash Gupta, Advocate, Supreme Court of India and Delhi Co-ordinator for the Conference thanked various Chief Justices and legal luminaries from across the world who took part in the discussions and put forward their views on the need for Enforceable International Law and World Government.

The Afternoon Session

In the afternoon session, after the prayer and devotional songs and the appeal on behalf of the world's two billion children by the students of Rajajipuram, Station Road and Rajendra Nagar branches,H.E. Mr. Cassam Uteem former President of Mauritius presented the Lucknow Peace Prize to Hon'ble Mr. B.J. Odoki, Chief Judge of Uganda and the Peace Visionary Award to Dr. T. P. Amerasinghe, President, World Constitution and Parliament Association (WCPA), in recognition of their life long efforts for world unity and for their support to CMS students' appeal on behalf of world's children and generations yet unborn.

Mr. Justice Visunu Sahai, former Acting Chief Justice of Allahabad High Court, said in his speech "The children, as we saw just now, are demanding that judges deliver a public judgement and support their plea for a safe future and healthy ecology for all. Their demand is just and their cause is of vital importance for all of humanity. Let it not be said tomorrow that the World Judiciary failed in its duty. For, if we fail, there will be no tomorrow. The challenges facing humanity are great indeed but the opportunities are also tremendous. If World Judiciary can guide humanity, we could see the beginning of a new world civilization, a golden age when the wonders of science and technology will stretch human life span to unbelievable lengths and modern Medicare enable masses to live healthy and happy lives."

Hon'ble Mr. Justice Vivekanand Allear Chief Justice of the Supreme Court of Seychelles, said" We must leave this Conference with an agenda for immediate change, change that will happen between now and our next meeting, and the determination to force at least one change each. With our cumulative accomplishments, we form a base for greater advances in the year 2008. With such progress, our meeting in 2010 could be a celebration. Our children will never forgive us if we fail them, neither should they. We will carry the guilt, but they will pay the price"

Hon'ble Mr. Justice Luis Paulino Mora Mora, Chief Justice, Supreme court, Costa Rica, said, "From the moment we become custodians of life on this planet and its major stake holders, our degree of responsibility has increased, and the framework of international law is the instrument which can bind us and guide us so that global problems and challenges are also tackled globally for everyone's benefit. As the title of this conference suggests, the time has indeed come for the international law to be in force and to be an instrument to guide our path."

Hon'ble Mr. Justice A. P. Mishra, former Judge Supreme Court of India, said " We saw the children appeal to World Judiciary and asking that their future be protected and that mindless damaging of our environment be stopped. The ever increasing stockpile of nuclear weapons poses a grave threat to the safety and security of future generations. I hope this Conference will prove to be a milestone in this direction and urge all participants to share their views on this and suggest ways and means of how to go ahead."

Hon'ble Mr. Justice A.M. Silungwe, Senior Judge supreme Court Namibia said in his speech, "It is evident that the judiciay of the world uphold the appeal by the CMS children and that they consequently lend their support to the cause of world peace and security as well as to the need for "enforceable international law". It should however be acknowledged that the judiciaries of the world cannot, on their own, possibly enforce international law for, as Alexandr Hamilton remarked in The Federalist No. 78, the judiciary has neither "the sword" nor "the purse" and "must ultimately depend upon the aid of the executive arm even for the efficacy of its judgements." In practical terms, the judiciaries of the world need the support and cooperation of the legislative and executive organs whose respective spheres are to promulgate and to implement legislative measures.

Hon'ble Mr. Justice Kenneth Mthiyne, Judge, Supreme court of Appeals, South Africa, said, "Global warming the depletion of resources and the destruction of animal habitats are all very serious concerns if we want to leave our children a world as good as the one we were left by our parents" or at least, a world they can still recognize." He also recalled that the UN had passed a resolution in 2002 in the special session on children and adopted the Millennium Goals most of which unfortunately we were far from achieving midway.

Hon'ble Mr. Justice Jorge A. Subero Isa, Chief Justice Supreme Court, Dominican Republic said in his speech, "I commned the efforts of City Montessori School in drawing attention to the urgent need for enforceable international law for the sake of protecting the rights of the children and ensuring their safe future.

Hon'ble Mr Justice Lic. Ruben Eliu Higueros, President, Supreme Court, Guatemala said, "We recognize the efforts that this School has undertaken with the purpose of raising wareness of the global community about the urgent need for enforceable international law for safeguarding children's rights and ensuring their safe and healthy future.

Hon'ble Mr Justice Kuenlay Tshering, Senior Judge Royal Court of Bhutan, said "The Bhutanese judiciary commends and dedicates its fullest support to the noble initiative of the City Montessori School and its organizers in this sacred mission. I wish you success in your journey towards achieving the destiny of children's well being and happiness, especially so as it is being initiated in a Country which is the birth place of Buddhism, the largest democracy and undoubtedly, with the largest population of young persons. Indeed it is a noble pilgrimage for all of humanity."

The Vote of Thanks was presented by Mr. Vinay Gandhi, Director, United World School, Lucknow who extended his wholehearted thanks to all the dignitaries for their active participation and inspiration to all through their productive ideas in bringing unity and peace in the world.

Global Symposium

While the conference of Chief Justices of the world was being held in the vast field of Kanpur Road branch, the Global Symposium for Civil Society Organizations was underway on the theme "Towards a New World Civilization" in the basement halls of the auditorium. There were five themes of the symposium on which presentations and workshops were held by many eminent persons involved through various organisations and working tirelessly for a peaceful world. Deliberations were to be made on the under noted themes. Details follow:

Theme 1: Structure of global democracy.

Theme 2: Education grass root movements and role of civil society in building a 'New world civilization'.

Theme 3: Nuclear disarmament, sustainable development and world peace.

Theme 4: Inter faith, inter- religion dialogue and conflict resolution.

Theme 5: Human rights ( Including Women's rights and children's rights).

Theme 6: Role of media in shaping a New World Civilization.

After the normal briefing of participants, workshops on theme 1 and theme 3 were held. These were conducted by Mr Richard Bartley of Ireland and Ms Margaret of USA. The topics they discussed were World Peace and Prosperity Movement and Those Who Care. As the workshops were being held presentations on theme 1 and theme 3 were held in other basement halls. The topics of presentations were as under:

1. Hour Money: The substance of World Govt.

2. The Road to survival - World Federation.

3. Structure of Global democracy

4. On the way to a global society

5. Challenge of the climate change and the world of the future

6. Importance of Identifying the role of youth in the civil society.

7. Sustainable consumption and conspicuous consumption in developing countries.

8. Those who care.

There was a brain storming session and many ideas were put forth by the participants.

After this, a Question-Answer session was held which was followed by Circle Meetings and Meetings of Facilitators for the working groups. Discussion on Action Plan was also on agenda followed by interactive session. The proceedings gave new dimensions to the thinking and innovative and creative ideas like 'One MP from one country' to participate in a new world order were mooted and discussed.

Sunday, 10th December 2006

Morning Session

Morning session of second plenary session began with a very warm welcome accorded by Mrs. Bonita Joel, Principal of CMS Indira Nagar Branch, to all the dignitaries and attending guests. She refreshed everyone's memory with a brief resume of conduct of First Plenary Session.

Then the students of CMS Kanpur Road Branch presented Prayer and Song to start the proceedings, invoking the blessings of the Almighty God. They offered the school prayer, "I bear witness O my God." After that they sang the song, "Building Bridges" thereby spreading the message of love, unity and peace.

The ball was then set rolling by a group of children, who inspired everyone in the audience with stimulating and very strong presentation of Children's Appeal to World Judiciary. The children, one by one, emphatically conveyed messages on love, peace, harmony and unity. Excerpts of views of few of the speakers are given below:

(a) It takes just one minute to destroy innovations and achievements made in political, social, scientific and economic fronts. The child conveyed with conviction that peace cannot be achieved by force but can only be achieved by understanding. The child further said that peace is the only way and need of the hour.

(b) Third world war would be a nuclear war and would reduce everything to ashes and the fourth world war would be fought with stones and sticks.

(c) There is a stock pile of 36,000 nuclear war heads capable of annihilating the entire human race. People, in the name of Nationalism, are thirsty of each others blood and are building walls. Thereby, conveying the need of lasting love, unity and peace across the world.

(d) Peace can only be achieved with intense conscious effort in fostering love and unity of mankind.

(e) Constant endeavour is required to achieve peace, love happiness and prosperity. The need of hour is to unite or face the risk of perishing.

(f) Nationalism and Imperialism do more harm than good. Love of nation should not be the cause of hatred for the world.

(g) Nuclear weapons are weapons against Earth spoiling environment and causing global warming.

(h) Likewise, many children individually expressed there thought. Finally, a child concluded by appealing Chief Judges, on behalf of two billion children of the world to "Arise, Aware and Unite" for cause of world peace and harmony.

In his Keynote Address Hon'ble Mr Justice, B. J. Odoki, Chief Justice, Supreme Court, Uganda expressed his gratitude to CMS for honouring him with the Lucknow Peace Prize. He dedicated the award to all attending Chief Justices who have accepted the unique movement initiated by CMS to promote world unity and world peace. He exhorted the legal luminaries to create national environment in their respective countries for attaining global peace with regional and international union. Citing examples of ghastly terrorist acts conducted in India, Middle East and other parts of the world, he opined that effective decisive measures would have to be taken to prevent such acts. He opined that concrete steps were needed to be taken to transform the idea of a new world order into reality. He urged the Judges to draw up action plans and activate the planning process and elect working committees to implement action plan in areas of their jurisdiction. He suggested a detailed terms of reference for drawing up the action. Few of the various measures suggested by him are as follows:-

(a) Developing and promoting peace measures, in respective areas of jurisdiction.

(b) Publish Magazines and open websites for disseminating information on peace initiatives.

(c) Organise workshops and seminars on world peace.

(d) Promoting and supporting Governments, NGOs, Judges and Promoters of peace culture.

(e) Encourage and help implementation of adopted peace measures.

(f) Fostering regional and international peace and imposition of sanction on erring Nations.

(g) Inculcation of peace education in Universities, Colleges and Schools.

He further called upon the world judiciary to work concretely for implementation of declarations of conference, spell out decisions, define objectives of action plans, be proactive and move forward with conviction and commitment to achieve result of objectives of the program. He expressed hope that working together would lead to success of movement generated by CMS.

In his address Hon'ble Mr Justice Vincent A.De. Gaetano, Chief Justiice, Supreme Court, Malta, at the very outset greeted everyone with Salaam Walekkum; and then explained the meaning of the same as wish of well being of entire human race. He then gave a brief historical background of his country Malta which was ruled for 164 years by British. He informed how the country which was with France, was ceeded to Britain not by conquest but by convention. He strongly advocated for enforceable International law for eradication of conflict, poverty, social exploitation and injustice. He opined that it was collective responsibilities of all the nations of the world to implement international laws and promote world peace.

In his address Hon'ble Mr Justice Jacobus P Anandale, Chief Justice (Acting) High Court, Swaziland conveyed that God has created the world, and gave man dominance of brain. With passage of time the man became industrious and man's creative brain invented the wheel and then TV, Internet etc to make his life comfortable. However man's desire, ambitions and greed made him selfish and he started plundering the Earth's resources and fought different wars and battles to establish supremacy within the human race. Man developed nuclear fusion capability and developed dangerous powers of destruction. This struggle of primacy of a man pitted against another man led to weak serving the strong and poor serving the rich. Thus man plundered the mother Earth in search of virtual happiness. He forgot that God, the Creator of the universe is within man and true happiness is within oneself. He called upon the human race to emulate wisdom of our Creator and unite others, do what you want others to do for you. Love one another as Jesus loves you. He called upon the world of judiciary to rise above the confines of the court and to use the power of law to recreate a new world order for safeguarding the future of world's children and future generations.

In his address Hon'ble Mr Justice Abderahim Bireme Hamid, President Supreme Court of Tchad conveyed that his country was committed to implement various international laws. He further said that his country was already taking various welfare measures for children. He however expressed his concern about the children of his country who have been taken refugee and many of children are being used as child solders by other countries. He called upon world judiciary to take necessary measures to protect the future of children of the world without any kind of discrimination as child mortality, HIV, death due to malnutrition and lack of medical facilities were rampant in various parts of the world.

In his address Mr Arjun Kingdon, peace promoter from UK conveyed that the world judiciary has enormous powers to serve the cause of humankind. He cited very burning examples of hallmark judgements given by the Supreme Court of India and noted that these judgements were implemented by the Government of India. He cited examples of the acceptance of petitions by Supreme Court regarding right to food of human beings who suffered due to continuous drought for 6 years. He went on to add that people were suffering starvation deaths even as huge stockpiles of grain existed in the warehouses, rotting and being eaten away by rats. Knowledge of such current affairs, he opined, was very important for judges to give landmark judgements. He also made a mention of immense benefits brought in our country with introduction of mid-day meal scheme at schools, which tremendously boosted new admissions in school. This, he said was possible because of rightful actions of few visionary judges. He concluded his speech by urging world judiciary to take measures to safeguard the future of children.

In his address Hon'ble Mr Justice M Karpaga Vinayagam, Chief Justice, Jharkhand, High Court, India pointed out that the Indian mythology involved praying to God for peace. We pray for peace of entire mankind, nature, Earth, plants, animals and for peace everywhere. He went on to say that entire humanity was one big family and all men were children of one God. Therefore, he propagated that our law should also be one, governing the entire human race.

In his address Hon'ble Mr Justice Kamleshwar Nath, Former Judge, Allahabad High Court, India opined that freedom from fear is what we need today and nationalism is the stumbling block in world peace. He further said that this conference is not confined to children but for each human being on this Earth. He suggested activist role for various countries and deliberations for world peace and universal acceptance of the same.

In his address Hon'ble Mr Justice Cheick Dimkinsedo Ouedraogo, Premier President de la Cour de Cassation, Burkinafaso recommended ratification and implementation of all existing International laws pertaining to human rights and child welfare. He cited example of 1924 Geneva Convention and the 1959, UN Declaration of Universal Human Rights. He wished luck to the CMS endeavour for world peace and Enforceable International Law.

In his address Hon'ble Mr Tan Sri Abdul Gani Patail, Attorney General of Malaysia strongly propounded implementation of various treaties on human rights and child protection and opined that willingness for same is essential for member countries for effective implementation. Hence, he said, the need for Enforceable International Law which is the only way to safeguard the future of world's children abd generations yet unborn.In his address Hon'ble Mr Justice Top Bahadur Magar, Judge Supreme Court, Nepal spoke on child labour and juvenile delinquency. He extended his full support for enacting enforceable International law.

In his address Hon'ble Justice Arsene K. Capo-Chichi, Judge and Charge de Mission in the Cabinet of Benin Court, Supreme President, Benin, extended full support to the idea of a world parliament to tackle problems of malnutrition and diseases in children.

In his address Mr. Ashok Nigam, Additional Solicitor General of India opined that Article 51(c) is the result of constitutional and social ethos drawn from our ancient civilization. He said that for humanity to survive, peace, harmony and mutual respect across the world is a must. He wished CMS children to become light of humanity in future.

In his address Hon'ble Mr Justice Zaza Meishvili, Deputy Chairman, Supreme Court, Georgia gave important inputs to ways of curbing International terrorism and lent a strong support for formation of World Parliament.

In her address Madam Justice R. Makarau, Judge, Supreme Court, Zimbabwe conveyed that her country was the fastest declining economy and she very well understood what peace means. She opined that the idea of world parliament was great and it would benefit people specifically the woman in facing up to discrimination. She expressed her immense happiness to see judges meet annually and appealed to other judges to keep in mind the rights and welfare of women and children appearing in their court seeking justice.

In his address Hon'ble Mr Justice Vytutas Piesliakas, Judge Supreme Court, Lithuania expressed his honour and respect for Enforceable International Law. He voiced concern for high infant mortality and destitution of children born out of marital lock.

In his presidential address Hon'ble Mr Justice Renner-Thomas A R Desmond, Chief Justice, Supreme Court of Sierra Leone, said he would divide his address in three parts, viz to CMS management, to students and to fellow judges. He profusely thanked CMS for taking on the responsibility of representing world's two billion children and for bringing their cry for justice to world judiciary for safeguarding their right to peaceful future. He deeply appreciated and commended the efforts and performance of children while addressing them. Finally he conveyed to his fellow judges, "Rome was not built in a day", thereby exhorting them to pursue with perseverance the objective of world peace through world parliament. He concluded by saying, "United we stand and win and divided we fall and loose."

The address of Hon'be Madam Justice Pillay of the International Criminal Court, Netherlands, was read out by her Assistant Legal Officer, Ms Natasha Naidoo, as the Judge had to cancel her participation at the last minute due to health problems. In her speech Judge Pillay delved into the progress made in the process of international criminal justice. She said that at present there are 102 states which are member of ICC and other states are free to join ICC. She said that international courts can function effectively with cooperation of states. Civil Societies can also help. She lauded the efforts of CMS and lent her support to the movement pursued by CMS.

The Vote of Thanks was proposed by Dr Sunita Gandhi, Director, The Council for Global Education who summed up the session's proceeding and briefly reiterated the salient features and viewpoints of the speakers.

The Afternoon Session

As all the distinguished guests and Chief Guest Hon'ble Mata Prasad Pandey, Speaker UP Legislative Assembly took their seats after suitable felicitations the proceedings began with a mellifluous song sung by the choir group of CMS Kanpur Road branch which created an atmosphere where everyone was transported to a different soul soothing landscape. It was followed by an appeal by the students of CMS Rajendra Nagar, Gomti Nagar and Indira Nagar branches before the world judiciary. Through their emphatic appeal the students reminded the legal luminaries of the world about the present catastrophic scenario to seriously consider their plight.

Opening address of the session was delivered by Hon'ble Justice Mr D P Singh, Judge, Allahabad High Court, Lucknow Bench who shed light on the role of judiciary and said, "Arise, Awake and stop not till the goal is reached". He quoted the instances of Gita and Ramayana to buttress his view in favour of Enforceable International Law.

In his address Chief Guest Mr Mata Prasad Pandey, Speaker, U.P. Legislative Assembly, welcomed the august gathering on behalf of the Chief Minister and the people of the state of Uttar Pradesh. He exhorted that 'unification of nations is the hallmark of mankind'. He concluded his address on an optimistic note and hoped that a peaceful world may emanate from such thought-provoking deliberations.

In his Keynote address Hon'ble Mr Justice Carl Ashok Singh, Chief Justice, Supreme Court of Guyana began his address with 'Namaste' and emphasised that the appeal of children should be entertained as a 'Writ of Prohibition' by the august gathering. He further emphasised that this Conference should not be a 'talking shop' but some concrete 'plan of action' should be drawn.

Hon'ble Justice, Dr Parman Separman, Dy Chief Justice Supreme Court of Indonesia expressed that terrorism cases should be tried internationally in absentia also and electronic evidence should be accepted.

Hon'ble Mr Justice Galal Eldin Mohammad Osman, Chief Justice of Sudan stated that this conference is a good omen to usher in an era of peace and we should work with commitment for the cause of right to live in an amicable atmosphere.

Hon'ble Mr Justice A Caunhye, Judge, Supreme Court, Mauritius expressed that in the new world order states should be stake holders based on social, universal and economical law with unflinching support to the new system.

Hon'ble Mr Justice Adil Ahmad of Ethiopia emphasised that 'talking should not be preceded by action' but our talking should be 'part of action'.

Hon'ble Ms Justice Vida Petrovic Spero of Supreme Court of Serbia, who presided over the session, said that responsibility to safeguard children's rights at various levels lies with executive and legislature also who formulate various laws.

Hon'ble Mr Justice Dorjootov Attangerel of Mongolia reminded the august gathering regarding UN Charter for Rights of the Child and apprised of various efforts being made by his country in this regard.

Hon'ble Mr Justice M Raymond Saylmen Bala, Former Judge, International Court of Justice, Netherlands and Member Permanent Court of Arbitration, Democratic Republic of Congo congratulated CMS for its efforts and emphatically came out for trial of terrorism cases with 'universal jurisdiction'.

Hon'ble Mr Justice Simao De Sousa Victor of Angola supported the idea of 'executable international law'.

Hon'ble Mr Bazuka Mhango, M.P. Minister of Justice and Constitutional Affairs, Malawi said that the appeal of children is a petition and we should evoke the executive also to work with judiciary.

Hon'ble Mr Kaul Singh Thakur, Law Minister and Minister of I & PH, Himachal Pradesh, India expressed that national laws should not be inconstant with international laws. He said that judicial activism is good, because legislature fails to safeguard the well being of humanity.

Valedictory address was delivered by Dr (Mrs) Geeta Kingdon, Lecturer, Oxford University U.K. who summarized the salient features of views expressed by the speakers.

Global Symposium

Even as the deliberations by various Chief Justices of the world, law Ministers and various other honoured legal luminaries continued, Civil Society Organizations from all over the world were busy at the Global Symposium discussing the theme "Towards a New World Civilization". After a brief circle meeting of all the participants in the symposium they divided themselves into different groups to participate in various topics of the main theme. In the first conference room, Professor Bob Blain of the Hour Money Institute, USA, held a workshop on topic Establishing a world bank of issues on the theme Structure of Global Democracy" while in Conference Room 2, Mr Oscar Carvajal, Ph.D candidate, University of Turouts, Canada gave a powerpoint presentation giving an analytical study of the old world civilization, A process of human domestication: The emergency and challenge of Homodomestics.

Room no 3 had presentations by many illustrious personalities one after the other on connected topics of "Structure of Global Democracy". Dr T P Amerasinghe President, Institute of World Problem/WCPA Sri Lanka expressed his views on "Constitution for the Federation of Earth" followed by a talk by Mr Cees De Groot of Centre for Human Emergence, Netherlands on Integral Politics. Mr Richard Bartley chairperson, World Peace and Prosperity Movement Ireland spoke on World Peace and Prosperity Movement. Dr Liliane Metz Kreneker, Secretary General, World Citizen's Registry, France and Mr Timothy Bedford, Researches & Teacher from Finland spoke on Global Democracy.

After a brief break all the rooms got busy for next round of workshops on the theme "Structure of Global Democracy" Mr Benton Musslewhite, President, One World Now, USA presented his views on "The Road to Survival - World Federation" while next theme "Nuclear disarmament sustainable Development and world peace" was discussed on topic "Conflict resolution and Peace education" by Ms Binnie Degli Innocenti, Co-founder, Ministry for Peace, Italy. In room No.3 another theme, "Education, Grassroots Movements and role of civil society in building a "New World Civilization" was discussed by Ms Maria Kovaes, Executive Director, Reading and Writing for Critical Thinking International Consortium. Finally Dr (Mrs) Armine Mikayelyan President, Women for Development Armenia discussed the topic "Foundation of Peace Culture in Schools of America" and put forward the idea how peace can be ingrained in the Armenian children by their schools. Room No 4 was the venue for another set of presentation and first to put his views was Mr Jose Antonio from Venezuela on a related topic of the theme. Next was Mr Alyn Ware from New Zealand putting forth his views on "Nuclear Disarmament". Ms Ivana Jassova from Slovakia gave presentation on, "We teach to sense, think and act" and finally Dr Hasan Jasari from Macedonia presented his views on the main theme of Nuclear Disarmament, sustainable development and world peace.

All the presentation were extremely interesting and thought provoking and brought forward the tremendous work and efforts by the NGO throughout the world to generate a mass movement towards global democracy and a new world civilization based on unity and peace.

The afternoon session witnessed workshops on theme 1 and 5.Presentations were also held in basement halls on theme 3,6 and 5. The topics were: Integral Politics "We Are What We Watch" Message to Israel; Sapiens Movement; Role of Information and Communication Technologies in Building a Culture of Peace in Sri Lanka; etc. Presentations were also made on topics like "To stop trade in children", "Education, means and ends" and "The stop child poverty." Another good topic for resolution of conflicts was promotion of Confucianism and Mahayana Buddhism Education as a Resolution of Conflicts.

Action plan and Interactive session were also held. Monday, 11th December 2006

Morning Session

The programme began with the lighting of the lamp by Dr (Ms) Liliane,Secretary General, World Citizen Registry, France, Mr Rob Wheeler,Chairperson, International Steering Committee, World Movement for Global Democracy (WMGD) USA and Honorable Mr Justice C. G. Weeramantry, Former Vice-President, International Court of Justice, Hague and Former Judge, Sri Lanka. Earlier, they were warmly welcomed and felicitated.

Students of Kanpur Road branch invoked divine blessings and sang school prayer with tuneful musical support.

Students of Asharfabad and Chowk branches presented the Children's Appeal to World Judiciary as representatives of the 31,000 CMS students on behalf of world's two billion children and generations yet-to-be-born.

The session was presided over by Honorable Justice Andris Gulans, Chief Justice of Supreme Court of Latvia while the Keynote Address was delivered by Honorable Dr T. P. Amarasinghe, President, Institute on World Problems,WCPA, Sri Lanka.

In the opening address Mr R. C. Gupta, General Secretary CMS, Former Joint Secretary, Law, Government of U. P. made an emphatic statement to realize the dream of harmony, love and peace and reminded about the high expectations from the world judiciary that the children have. He talked of the danger due to WMD. He concluded his address by an Urdu couplet:

"Do not worry about my home, it is burning so let it burn. But stop these winds for God's sake, for at stake is the world"

In his keynote address by Honorable Dr T.P. Amarasinghe, President,World Constitution and Parliament Association (WCPA) delved into the prevailing situation of the world with specific reference to Iran and Iraq. He emphasized on the urgency and need for Enforceable International Law.

Honorable Justice Tete Tekoe, President Supreme Court, Togo spoke in French (professional translators provided simultaneous translation in English, Spanish and Russian) and discussed issues regarding war violations and responsibilities of states towards children and stated that time has come to formulate an Enforceable International Law which is a necessity.

Honorable Mr Justice Samuel Lungole Awich, Judge, Supreme Court,Belize dwelt upon the various provisions of UN Charter with specific reference to children's rights and emphasized on the need for Enforceable International Law.

Honorable Ms Justice Feryal Daloul, Judge Supreme Court of Lebanon talked about the conflict between her country and Israel and wider repercussions of internecine effects of war. She advocated for the settlements of international disputes by arbitration.

Honorable Mr Justice R.T. Aninakwah Judge Supreme Court, Ghana,read the message from his Chief Justice and lauded the spirit of four pillars and four building blocks of CMS education system. He concluded that love is the force of life for survival.

Honorable Dr Ms Mary Michael Nagu, Minister of Justice, Tanzania talked of the weapons of mass destruction and said emphatically that enforceable international law is the only solution to the present problem.

She lent her vociferous support to the provision of Art 51 (c ) of Indian Constitution and advocated for the protection of children's rights.

Honorable Ms Justice Kulmatova Dilbar Sabirovna, Judge, Supreme Court, Kyrgyzstan talked of the global problems and interest of world's 2billion children and generations yet to be borne.

Honorable Ms Fatima Chohan, Member of Parliament, South Africa discussed concept of democracy in human history and lauded the work done for peace and equality by Nelson Mandela in her country. She lent her support for peace education.

Honorable Mr Justice Khojaev Salim, Judge, Supreme Court,Tajikistan talked of Art 13 of constitution of Tajikistan and various provisions protecting children's rights. He talked of the 'Principal criminal liability' and 'Punishment liability' prevalent in his country. He voiced his support to protect children's rights.

Honorable Ms Justice Anabella Desoiza, Judge, Supreme Court,Gibraltar read the message of Chief Justice of her country and spoke against the various inhuman actions of USA. She supported the idea of world parliament and enforceable international law.

Honorable Ms Justice Clotilde Aniouvi Medegan, President of the High Court of Justice, Benin, praised the ideals of CMS education system and efforts to safeguard children's rights. She supported the idea of enforceable international law and said that role of executive is also equally necessary to formulate laws which judiciary interprets.

Resolution of Chief Justices at Lucknow, 2006 was read by Mr Vinay Gandhi with various provisions to which all the present judges supported.

In his Presidential address, Honorable Mr Justice Andris Gulans,Chief Justice, Supreme Court, Latvia, expressed his happiness and satisfaction at the mammoth efforts being made by CMS.

He said that he was very much impressed with the idea of peace education in CMS. He advocated that huge defense expenditure can be utilized for other developmental work. He said that it is not the problem of children but adults also.

Honorable Mr Justice A.S. Kureshi, former Judge, Gujarat High Court, expressed that he was attending the conference 5th time and proposed his ten points as a step further to achieve the ultimate goal. He showed his concern for the great cause and thanked CMS for doing the great service to the mankind.

Mr Alyn Ware, Co-founder, Nuclear Test Veterans Association discussed various initiatives taken by the Wellington office of the Peace Foundation and the UN Decade for a culture of Non violence School Outreach Programme. He talked of various provisions of Nuclear Disarmaments when he was involved in the drafting of a model Nuclear Weapons Convention,circulated by the United Nations. He emphasized on the need of an enforceable international law and dire need of peace.

The Vote of Thanks was delivered by Mr R. C. Gupta, General Secretary CMS who recapitulated the main points of all speeches of the session and thanked everyone.

Closing Session The theme of oneness of mankind was brilliantly conveyed by a group of children of CMS Kanpur Road through the song, "Good Neighbors come in all colors. The ball was set rolling with the presentation of Children's Appeal to World Judiciary by a group of children of CMS Kanpur Road Branch,on behalf of two billion children of the world and generation yet-to-be-born. A large number of children, one by one, came to the podium and narrated the burning problem of the era, threatening their safety,security and welfare.

In his Keynote Address Honorable Mr D.K. Kaarthikeyan, Legal Advisor, Former Director General CBI, Director of National Human Rights Commission, India at the outset expressed his deep gratitude to CMS forgiving him the honor to deliver the keynote address. He emphasized the inescapable need to establish a peaceful and progressive world and agreed that fourth world war would be fought with stones and sticks. He urged the world judiciary to strive to foster world unity and the cited example of how unity was fostered in India when 565 warring princely states united to get India free from British Rule. He propounded that without justice there cannot be peace and without justice future of children cannot be secured. He strongly supported the idea of World Government to attain peace in the world.

Honorable Mr Justice R.R. Mzihamanda, Judge, President of the High Court, Malawi: He expressed that present and future of children of the world is grim and strongly supported the proposal of World Government and hoped that resources should be diverted towards well being of children across the world. He strongly conveyed that International Law should be enforceable in the same fashion as domestic law.

Mr Benton Musselwhite, President, One World Now, USA spoke on socio-economic maturity of human beings. He felt that there was a strong need to save humanity. He further suggested that some system be evolved to ensure peaceful social life, love, care and education for children.

Mr Rob Wheeler, Co-ordinator, International Steering Committee,World Movement for Global Democracy, USA spoke on global democracy and asserted it was the responsibility of all the countries to collectively remove the threat to humanity. He stressed on declaration of Human Rights stating that everyone has liberty to study and right to life. He said that convention on war, terms a civilian killed in war, as amounting to murder. He advocated empowerment of children with knowledge of human rights and world peace. He concluded his speech by wishing, peace, prosperity,happiness and joy to human beings all over the world. Mr Richard Bartley, Chairperson, World Peace and Prosperity Movement Ireland said that every man deserved the opportunity to work with dignity.

He apprised the house that a system has been evolved in his organization which would ensure that in next 5 to 10 years of time, everyone in the world would get employment. He hoped that such economic package/system would change the present phase of human society. He further asserted that global unity can only be achieved through Global Government. He mooted a suggestion that electoral system of nation should give mandate to such candidates who would look to global problems. Such elected members should be nominated to work in peace cells all over the countries of the world. They may devise a system to meet, confer and give global solutions to global problems. Only through formation of such a system, formation of World Government, would became a reality. He concluded by pleading that such confederation of Government thoroughly deserve consideration.

Lt Col. (Retired) Otfried Schrot, World Citizen, Germany opined that it was a time for reconciliation between warring groups. He advocated for development of a charming friendliness with neighbor and said "Love your enemy in neighborhood". He quoted that a man is not born terrorist to become terrorist and propounded initiation of peace process in such places that are afflicted with national and international terrorism.

Prof. Alexander Chumakov, Professor, Moscow State Academy of Law, Russia directed his speech to children as he opined that the issue of globalization is of greatest significance to youngsters. He exhorted them to focus attention to what globalization means to them, understand and create structure for global democracy and global society. He apprised them that anti-globalization movement too is taking place in the world. So the children were having the options and advised them to think coolly and take the path which would benefit the people all over the world. He opined that designing common democracy and devising globalization was the only option and there was no other way. He then apprised that he and his colleagues have done lot of studies on globalization and taken out an encyclopedia on the subject. He urged the children that it was they who had to read the book to take the work of global democracy forward.

Mr. Steve Engleking, Managing Trustee, Hugh and Helene Schonfield, World Service Trust, Germany spoke at length on measures of democracy and said that it means - Service to all, promotion of unification of mankind and impartiality to be humane etc. He further said that true democracy is about respect by people. He touched everyones heart by saying,"I dream no country, no religion, all live in peace in one world. Hope you will join me." Mr. K. Vikram Rao, President All India Federation of Working Journalists put forward two proposals to world judiciary urging them to persuade their respective governments to relax visa/passport issue rules. He cited example that 108 countries of world are facilitated issuance of Indian Visa/Passport at the counters set up at the Airports. He further proposed free movement of Indian labor citing example that other British colonies move freely in the world whereas India has vast treasure of labor force and they cannot move freely in third world countries.

Mr R.C. Gupta, General Secretary of CMS, Former Joint Secretary of Law, Govt. of U.P. read out the Lucknow Declaration dated Monday, 11thDecember, 2006 as "In order to safeguard the future of worlds two billion children, the participants of the 7th International Conference of Chief Justices of the world on Article 51 (c) of the constitution of India and Global Symposium: 'Towards a New World Civilization' for civil society organizations held on 8th, 9th, 10th and 11th December 2006 in Lucknow(India) supported the call of over 31,000 students of City Montessori School, Lucknow, India, raised on behalf of world's two billion children and generations yet unborn for strengthening the UNO and make it more effective instrument for checking death, destruction and degeneration and making this world more peaceful and prosperous and for getting an Enforceable International Law enacted by a duly constituted world body, capable of protecting humanity from nuclear and eco-threats and International Terrorism and safeguarding children's right to inherit a safe future and healthy ecology." Mr Gupta asked for a vote on the Lucknow Declaration and it was adopted unanimously with no dissenters. Then M Jagdish Gandhi spoke to the legal luminaries of the world and he expressed his gratitude for the opportunity. The Chief Judges were apprised of the CMS concern for safe future for world's children, as they constitute our common binding thread. They were apprised of our ethos of education and our endeavor to make each and every child a good and smart world citizen. They were duly explained the meaning of true education in training a child in all the three realities, i.e. Material, Human and Divine. They were urged to include such curricula all over the world so that true world citizens are produced everywhere,which would greatly enhance fostering of love, unity and peace amongst mankind. Mr Gandhi concluded by expressing his gratitude to all the participating judges for their valuable contribution and their proactive approach in drawing up an action plan for effective implementation of various proposals and resolutions.

The proceedings of the day were summed up by Dr. Sunita Gandhi who briefly brought out the gist of various opinions expressed by honorable speakers and proposed the vote of thanks.

Chief Justices and Judges from Panama, Kazakistan, Russia,Ukraine etc presented memento to CMS as token of their love, affection and peaceful friendly bonds.

Global Symposium

The basement halls were abuzz with activity and once again workshops on theme 2, 3 and 4 were held. They were followed by presentations on miscellaneous themes. Few of the important topics were 'Families have been notified' and 'Loving kindness for educationalists and parents.' A talk on how to empower the International Court of Justice and strengthening of United Nations Organization was highly thought-provoking. In the end a Declaration of the Global Symposium was presented to the Chief Justices of the World inviting their attention and asking to initiate necessary steps through judicial system for a new world order.
